Description of problem:
Due to some kind of rebase failure, the ovn-metadta-agent code has a partial implementation of an upstream patch [1] where it calls a threading.Event.wait() that is never actually set(). This could result in ovn-metadata-agent hanging indefinitely at startup.

How reproducible: Unknown, listed as sporadic in the original upstream bug [2]
