Description of problem: Due to some kind of rebase failure, the ovn-metadta-agent code has a partial implementation of an upstream patch [1] where it calls a threading.Event.wait() that is never actually set(). This could result in ovn-metadata-agent hanging indefinitely at startup. Version-Release number of selected component (if applicable): 16.2.3 How reproducible: Unknown, listed as sporadic in the original upstream bug [2] [1] https://review.opendev.org/c/openstack/networking-ovn/+/823853/1/networking_ovn/agent/metadata/agent.py [2] https://bugs.launchpad.net/neutron/+bug/1953295
