Description of problem:
When the global ovsdb configuration is changed using nmstatectl apply and the nmstate-plugin-ovsdb is not installed the validation fails without much message than the state diff.

Steps to Reproduce:
1. Install nmstate without nmstate-plugin-ovsdb
2. Configure an ovsdb global table


Actual results:
Nmstate fails showing just a diff


Expected results:
Nmstae complains of missing dependency
