Description of problem: 
Test Only bug for BZ 2131676. 
We could see this happening in Openstack deployments using OVN too. This is a missing feature for Openstack L3 High Availability on IPv6.

How reproducible:
100%

Steps to Reproduce:
1. Create an environment with ml2/OVN, HA and 2 controllers with gateway chassis
2. Make sure that your provider network (public) only has one IPv6 subnet assigned, and there are no IPv4 subnets attached to it.
(Optional) 3. Check that the Chassis with higher priority is the one with the active router.
4. Change the priority of the chassis with priority 1 to a higher priority than the other chassis. E.g:
ovn-nbctl set Gateway_Chassis <Chassis-id> priority=30
(Note that priority 30 is higher than priority 2)
 
Actual results:
We can't see Neighbor Advertisement being sent by the router from the now higher priority chassis

Expected results:
We should see them.
