I tested various combinations (empty string/valid string) of state and org_unit. No combination led to failing 'hammer ping'.

There was no error message for empty state value (as mentioned in original bug 1964037)

VERIFIED with Satellite 6.12.4 SNAP2.0 @RHEL8.7
