Verified on 'RHOS-16.1-RHEL-8-20221116.n.1' with 'python-networking-ovn-7.3.1-1.20221013173227.4e24f4c.el8ost'.

I made sure there is no 
'oslo_config.cfg.DuplicateOptError: duplicate option: host'
error message in all the controllers logs of both Octavia 16.1 Active standby job and Octavia 16.1 OVN provider job:
