Description of problem:
hp-plugin no longer works due to a 404 at https://hplip.sourceforge.net/plugin.conf

Version-Release number of selected component (if applicable):
hplip-3.22.6-1.fc36.x86_64

How reproducible:
100%

Steps to Reproduce:
1. Connect a printer which requires a plugin
2. hp-plugin

Actual results:
error: Plugin download failed with error code = 8
error:  file does not match its checksum. File may have been corrupted or altered

Expected results:
Plugin should download and install
