This problem is similar to the old Fedora bug #2035023, except that the versions of both Workrave and GNOME shell have changed. Again, the GNOME shell extension bundled with the version of Workrave packaged with Fedora (1.10.49-2.fc36) is incompatible with the version of GNOME Shell that is part of Fedora 36. Here, a simple solution would be to just package the latest stable version of Workrave, 1.10.50, which has an extension compatible with versions of the GNOME Shell up to 42.
