When opensmtpd connects to another mail server with TLS, the connection fails with the following log message:

smtp disconnected reason="io-error: error:0A080006:SSL routines::EVP lib"

Workarounds are apparently to build against older OpenSSL or against LibreSSL.

I can rebuild against OpenSSL 1.1.1 for supported Fedora branches.
But as for RHEL9 and CentOS Stream, there is no native way to provide a fix (see BZ#2154668).
