Description of problem:
Clone a template and edit its boot source, then create vm from this templates, the create button section are not loaded.

Version-Release number of selected component (if applicable):
4.12

How reproducible:
100%

Steps to Reproduce:
1. clone a template 
2. edit the template boot source, eg: change PVC to URL
3. create a vm from this template

Actual results:
the create button section are not loaded

Expected results:
the page are loaded normally

the problem does not exist in 4.11.
