perl-No-Worries-1.7-4.fc38 fails to build in Fedora 38 because a test fails:

A difference between passing and failing build roots is at <https://koschei.fedoraproject.org/build/13822137>. This is probably triggered by upgrading  perl-URI from 5.12-2.fc37 to 5.13-1.fc38.

This is a regression in URI-5.13, fixed in URI-5.14.
