Description of problem:
f37-backgrounds uses web format for the default wallpaper on Workstation and its derivate Design Suite adopting GNOME approach.

Version-Release number of selected component (if applicable):
37.0.4-1

How reproducible:
Always

Steps to Reproduce:
1. Install Fedora Workstation 37 or update from the beta release
2.

Actual results:
Workstation currently use png format by default

Expected results:
Workstation support use webp format by default

Additional info:
Currently, the latest update is frozen to stable:

Proposed as a Freeze Exception for 37-final by Fedora user luya using the blocker tracking app because:

 The latest update (currently submitted for stable, see https://bodhi.fedoraproject.org/updates/FEDORA-2022-a5622b766b) allows Fedora Workstation and his lab version to use webp format as default.

Luya, can we have a chat maybe about whether it makes any sense to push this as an update for F37 at all? It really feels to me like it makes more sense to make it an F38 thing and leave F37 as it is...
