Please branch and build cowsay in epel9.

If you do not wish to maintain cowsay in epel9,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package;
please add the epel-packagers-sig group through
https://src.fedoraproject.org/rpms/cowsay/addgroup
and grant it commit access, or collaborator access on epel* branches.

I have just added epel-packagers-sig as collaborator for the epel* branches.

I suggest forking epel9 off the current cowsay-3.7.0-6 (rawhide, f37, f36): That builds OOTB for el9 according, and I expect it to be easy to update without significant user visible changes Enterprise environments abhor when the upstream cowsay-3.8.0 release happens.
