This request is due to information researched and provided as part of https://bugzilla.redhat.com/show_bug.cgi?id=2134557 which identified that the fixes are in place within qpid-dispatch 1.19.0.

Working with Matthias on getting builds in the Messaging SIG for this. Currently the messaging SIG has qpid 1.17.0, so we're working to rebase the RPMs against 1.19.0 and getting a build in CBS. Requires re-packaging of the fc37 SRPM for el9.

qpid-dispatch-1.19 is here: https://cbs.centos.org/koji/buildinfo?buildID=41930, I have tagged the build into -testing, but not into -release yet.
