This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Should have win11 in osinfo list

Add win11 to virt-install --osinfo list, so virt-manager(GUI &cli) can detect the os version for win11 iso correctly.

It is. There's a merge request pending upstream in osinfo-db, but it hasn't been merged yet as far as I can tell: https://gitlab.com/libosinfo/osinfo-db/-/merge_requests/362
