The problem is the F37 package is behind the F36 package due to F37 freeze. It will remain that way until the F37 freeze is lifted, then when the F37 update moves from -testing to -stable the problem will go away. Sorry, but that's just usual freeze troubles. I won't stop updating F36 in the meantime.

(And there will be another update in a few days, so even if somebody requests a freeze exception to avoid this, it will just break again.)
For anyone caught in this situation, downgrade the FC36 package before attempting the upgrade. It's unfortunate this happens but not much can be done short of freezing FC36 while FC37 is frozen, which would probably be a major change.
We *could* approve freeze exceptions for all webkitgtk updates in F37 (including the forthcoming 2.38.2 update which will soon obsolete the 2.38.1 update), which would fix this.

We could also, as discussed on the other bug, extend the bound on the obsoletes to e.g. "< 3". As I read it, the policy does not preclude this.
Re-opening to at least discuss the options for the RC I'm about to request.
