error while creating vm via customize mode

Description of problem:
Non-admin cannot create VM via customize mode with below error:
processedtemplates.template.openshift.io is forbidden: User "test" cannot create resource "processedtemplates" in API group "template.openshift.io" in the namespace "openshift"
