Description of problem: No upgrade path exists from 4.11.1 to 4.12.0

How reproducible:
100%

Steps to Reproduce:
1. Check cnv version explorer for upgrade path to 4.12.0. It does not exist between 4.11.1 and 4.12.0
2.

Actual results:
No upgrade path between 4.11.1 and 4.12.0
Expected results:
Upgrade should be enabled between 4.11.1 and 4.12.0

This has been verified by running upgrade from 4.11.1->4.12.0
