failed to create a instance with vGPU

How reproducible:

Steps to Reproduce:
1. create 10 instances
2. force delete 1 instance
3. create 1 instance
4. force delete 1 instance
5. failed when creating 1 instance

Actual results:
failed when creating 1 instance

Expected results:
create 1 instance with vGPU
