The volume can't be selected automatically in source option when launch instance from volume on OSP17 dashboard GUI

How reproducible:
100%
Steps to Reproduce:
1.Try to launch instance from volume on OSP17 dashboard GUI, but the volume can't be selected automatically in source option, pls refer to screenshot 'no-volume-selected-when-launch-volume.png'
2.Try to launch instance from image on OSP17 dashboard GUI, but the image can be selected automatically in source option, pls refer to screenshot 'image-selected-automatically-when-launch-image.png'

I remembered that the volume can be selected automatically in source option when launch instance from volume on OSP16.2 dashboard GUI
