Description of the problem:
ACM hub on Openstack platform failed to create cluster via CIM method on bare-metal(Dell server) with BMC yaml. 

Release version:
ACM 2.6.2

OCP version:
4.11.9

Steps to reproduce:
1. Added two bare metal hosts to infrastructure environments "Host Inventory".  They both appeared to register and are now showing a status of "Provisioned".
2. When attempting to create a new cluster using the "Host inventory", it is unable to find these hosts, and unable to create the cluster.
3. When Using a Discovery ISO, deployment is successful without a problem.
4. But when Using BMC form or BMC YAML, it won't discover the hosts. (But the same BMC YAML works on an ACM hub on the bare-metal platform)

Actual results:
Customer has 2 ACM hub clusters. One is Openstack, the other is bare-metal. There is no issue with ACM hub on bare-metal platform, but failed on ACM hub on Openstack platform.

Expected results:
According to our user guide "The BMC option for adding hosts can only be used when the platform of your hub cluster is bare metal, Red Hat OpenStack Platform, VMware vSphere, or was installed using the user-provisioned infrastructure (UPI) method and the platform is None."
It should support OpenStack. 


Additional info:
tried on two different versions of idrac:
Target bare-metal host: Dell R640, iDRAC Firmware Version	5.10.50.00
Target bare-metal host: Dell R640, iDRAC Firmware Version	4.40.00.00
