Description of problem:
VM action "Stop" should not be disabled when VM in pause state

Steps to Reproduce:
1. create a VM with start-pause mode
2. check VM actions
3.

Actual results:
"Stop" is disabled

Expected results:
"Stop" is enabled, there is no reason to disable it.
