Description of problem:
Could not load template while creating VM from catalog, error occurs after select a template: Error Loading Template: the server could not find the requested resource

Version-Release number of selected component (if applicable):

reproduced the problem on v4.13.0-1107 and verified on v4.13.0-1122

the bug is still there while selecting "all projects"
