Description of problem:
The issue is OSP16.2 copy of Bug 2129882 - [OVN][16.1] VM status spawning and ERROR on CI jenkins job

The issue happens when user tries to workaround BZ2139674. After applying the patch https://code.engineering.redhat.com/gerrit/c/networking-ovn/+/434102/ OVN migration script finishes successfully. However if user tries to spawn a VM afterwards it fails with the symptoms described in BZ2129882, i.e. 

Server ebe60535-7b6c-4f23-947f-d301e40e5801 failed to reach ACTIVE status and task state "None" within the required time (300 s). Current status: BUILD. Current task state: spawning.

After inspection of the overcloud nodes it can be seen that migration to OVN was not complete. br-migration bridge still exist. We need to apply corresponding fixes, similar to these that were done for OSP16.1

actually IMO second patch should be this one https://code.engineering.redhat.com/gerrit/c/networking-ovn/+/420109 while patch 434101 fixes another bug

Verified on puddle RHOS-16.2-RHEL-8-20221124.n.1 which uses python3-networking-ovn-migration-tool-7.4.2-2.20220409154865.el8ost.noarch.rpm
Verified that the issue does not happen.
