In OVS-DPDK environments that use NVIDIA Mellanox ConnectX Lx series NICs, interface flapping can occur. This is caused by OVS-DPDK interfaces being reset during host provisioning. To prevent this problem from occurring, ensure that there are no changes to the network configuration template being used to deploy the overcloud.
