Description of problem:
When creating a new state migration plan that will results into conflict error, that error is cleared shorty after it's displayed.

Version-Release number of selected component (if applicable):
1.7.6

How reproducible:
Always

Steps to Reproduce:

1. Create inter-state migration on a namespace

2. Create another intra-state migration source -> source
     2.1 on the persistent volume page, the UI shows an error The migration plan is in conflict with [test-migplan].

3. Click cancel
    3.1 The status of the migplan indicates there's a conflict error "The migration plan is in conflict with [test-migplan]" for a moment then it changes to Ready

4. Click on edit again, 
    4.1 the error is never shown and the persistent volume page works fine without the error shown

Actual results: The migration plan status shows a conflict error once then it's never displayed and it's removed from the migplan description
