We gonna need to get python-observabilityclient to OSP distribution (and to whatever undercloud is using as image). RDO upstream packaging will be provided soon.

wrt no-changelogname-tag and invalid-url - that's expected for DLRN packages.
But it would be good to fix E: description-line-too-long.
