In Document Section 19.4.1. Removing a Compute node manually
Point 14. If you are not replacing the removed Compute node on the overcloud, then decrease the ComputeCount parameter in the environment file that contains your node counts. This file is usually named node-info.yaml.

Additional information: 

According to documentation user needs to decrease count of compute node in node-info.yaml file. 
But in actual this template file is not used or present in RHOSP17.0 release deployment, Instead of this file user needs to edit "overcloud-baremetal-deploy.yaml" where the count of overcloud node is mentioned.
