papi-configure-c99.patch

A few trivial fixes a need in the configure script to avoid spurious failures of checks with C99 compilers. I can't upload the patch myself to Bitbucket because there is an issue with my Atlassian account. I'll try to get that sorted, but in the meantime, maybe someone else can upload the patch.

I'm going to apply it to the rawhide package as well.
