Description of problem:
Help text is missing in MigrationPolicies details page

How reproducible:


Steps to Reproduce:
1. visit MigrationPolicies
2. create one policy if there is none
3. visit the details page of this policy

Actual results:
there is a underline of the items, but nothing happens by clicking it

Expected results:
it pops up a help text for this item
