verify with build CNV-v4.13.0.rhel9-1639
step :
1. create a vm and start
2. log in corresponding virt-handler and use ss cmd to watch connections of vnc sockets(ss | grep vnc| wc -l)
3. same as bug description,conducted a series of opening/closing VNC sessions both from the UI and command line
4. there is no leaks for vnc sockets.
move to verified.
