Start of a C99 port

I've been looking at what is needed to build Squeak in C99 mode. There area quite a few changes needed. But then I hit an issue which I wasn't sure how to deal with, so I contacted the upstream list.

In any case, I'm unsure how to proceed with this.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
