Description of problem:
Getting error of ubi8/pause during openstack overcloud deploy on internat.

Version-Release number of selected component (if applicable):
17.0

How reproducible:
Try to pre-provision way to deploy RHOSP 17.

Steps to Reproduce:

Actual results:
There is an error pop-up asking ubi8/pause image during the overcloud deploy. It doesn't stop the deploy actually but will make the user confused.

Expected results:
if the container image is necessary, it should be asked on the container image preparation. 

Additional info:
Please check the attachment, and we found the containers.conf were inserted a line of ubi8/pause, simply guess matter tripleo_podman.
