Add use_lvmlockd = 1 to /etc/lvm/lvm.conf if it's missing or commented out.

Steps to Reproduce:
1. Ensure use_lvmlockd is missing or commented out in /etc/lvm/lvm.conf
2. Create lvmlockd resource
3.

Actual results:
Fails.

Expected results:
Adds use_lvmlockd = 1 and starts.
