[1] is about removing support for containerized tempest while [2] isn't related to containerized tempest at all. Moreover, tripleo-quickstart-extras [3] in upstream (master branch) still uses the enable_tempest config option and I don't think downstream would be different from upstream in this case. In my previous comment I missed the fact that if enable_tempest was set to True (according to the section 2.2 of the doc) containerized tempest was installed - since the support for containerized tempest is removed by https://review.opendev.org/c/openstack/tripleo-heat-templates/+/776615 , we can also remove the section 2.2. of the documentation and leave only section 2.3. (manual installation - installing a openstack-tempest package) as the recommended way of installing the test suite (tempest)
