time format

Description of problem:
Time format in VM utilization card is not correct, it shows time "17:6", which is not nice to read, it should be "17:06"

Note that this problem occurs in the VM Overview tab - Utilization card, but also in the VM Metrics tab - NOT only for utilization.
When reproducing, changing the "Time range" helps reproducing the bug - in the VM Metrics tab.
