We need to educate the public about the recent per-CPU upcall dispatch changes in OVS.

We need a blog post explaining these changes including the benefits and potential downsides.

It should maybe also cover related changes, like the way handler threads were created or no longer created. I.e the changes in the patch "Create additional handler threads when using CPU isolation"

Just a quick update. I summited the blog a while ago and hasn't moved from editorial review. I reached out to the team in charge of this and it seems they have been affected by staffing problems
