Description of problem: At this moment creation of validation workload is enabled by default and in some cases it can cause issues, e.g. when FIP network does not have spare addresses etc. Customers are using their own workloads, so creation of this workload by default is redundant. Verified on puddle RHOS-17.1-RHEL-9-20230329.n.1 openstack-neutron-ovn-migration-tool-18.6.1-1.20230324161202.512e1d6.el9ost.noarch in this puddle contains ovn_migration.sh script that has VALIDATE_MIGRATION=False by default
