This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

.The `tzdata` package now includes the `/usr/share/zoneinfo/leap-seconds.list` file Previously, the `tzdata` package only shipped the `/usr/share/zoneinfo/leapseconds` file. Some applications rely on the alternate format provided by the `/usr/share/zoneinfo/leap-seconds.list` file and, as a consequence, would experience errors. With this update, the `tzdata` package now includes both files, supporting applications that rely on either format.

Description of problem:


ts2phc requires  leapfile which by default takes existing  /usr/share/zoneinfo/leapseconds from rhel and complaints of wrong leap format.


Current ts2phc implementation  is not able to compute leaps stuff from the default leap file that is provided by rhel , it works only if  provided in the format 
https://www.ietf.org/timezones/data/leap-seconds.list

either fix ts2phc to compute leap details using existing file or  use correct supported format.
