Package not installable. Missing dependency perl(Module::ScanDeps).

 Problem: conflicting requests
  - nothing provides perl(Module::ScanDeps) needed by needrestart-3.6-5.el9.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

Package installed.

This dependency is in CRB, you need to enable that repo to use EPEL.
