This might be an issue in the ssp-operator. The infra team can have a look, targeting a fix in 4.14.

verify with build: CNV-v4.14.0.rhel9-1951

step:
1. deploy OCP-4.13.12+CNV-v4.13.4.rhel9-226
2. collect alerts info
3. upgrade OCP to 4.14.0-rc.0
$ oc get clusterversions.config.openshift.io 
NAME      VERSION       AVAILABLE   PROGRESSING   SINCE   STATUS
version   4.14.0-rc.0   True        False         41m     Cluster version is 4.14.0-rc.0

4. upgrade cnv
$ oc get csv -n openshift-cnv

during upgrade, check alerts from WebUI and cmd
$oc -n openshift-monitoring exec -c prometheus prometheus-k8s-0 -- curl -s   'http://localhost:9090/api/v1/alerts' | grep SSPCommonTemplatesModificationReverted

there is no alert about SSPCommonTemplatesModificationReverted.
move to verified.
