This happened after applying HF from #2089416 and applying recommendations.

I've created https://bugzilla.redhat.com/show_bug.cgi?id=2158755 as I've reproduced the issue in our CI.  The critical step is to produce some traffic before running the ovn-controller update.  That bugzilla will track the solution for OSP.  The solution for OVN will be tracked https://bugzilla.redhat.com/show_bug.cgi?id=2158626 .

Note that we are waiting on the confirmation from the customer that setting ovn-monitor-all=true does indeed solve their issue. If confirmed I think we can track that problem in 2158755 and close this one as dup.

The workaround fix should be in THT to execute puppet earlier in the process, I believe tracked here: https://bugzilla.redhat.com/show_bug.cgi?id=2158755.
The real bug is in core OVN, tracked by bug 2158626. I'm setting this to TestOnly as a dependency on the core OVN bug.

The core OVN bug was closed as WONTFIX. There is no point in testing the solution so closing this bug too.
