I got to say -- thanks for the great job at investigating the causes while reporting it.
You were spot on about what's going on and the remark about net.core.rmem_max was particularly helpful.

I think this also needs a similar fix for when we configure IP addresses, routes, etc. Doesn't it?

But was cloned to https://bugzilla.redhat.com/show_bug.cgi?id=2169512 for that...
