Description of problem:
Currently the Openshift Virtualization operator upgrade path makes necessary to install every single z-stream release, i.e. 4.10.0 -> 4.10.1 -> 4.10.2 and so on. This is cumbersome when using the manual installPlanApproval method.

This request is for allowing skipping intermediate versions and be able to upgrade to the latest version directly unless there's any other reason that prevents it.

Unfortunately this RFE if implemented would create huge cost to cover all potential scenarios - there's no capacity to do it.
