test-pe and test-dotnet fails for s380x platform

Known issues:
test-pe and test-dotnet fails for s380x platform - https://github.com/VirusTotal/yara/issues/1855 - issue seems to be limited to pe and dotnet modules, check failure ignored for now and leads to successfull building of the package as still great portion of the functionality is working.

test-pe fails on "AMD EPYC" for RHEL9/CENTOS9 - https://github.com/VirusTotal/yara/issues/1864 - doesn't affect fedora build at this point so error is not ignored
