The package are only released for EPEL7 and EPEL9.

I have try to build:
https://koji.fedoraproject.org/koji/search?terms=python-libcloud-2.2.1-6.el7&type=build&match=glob
for EPEL7, it will work.
https://koji.fedoraproject.org/koji/search?terms=python-libcloud-3.6.0-3.el9&type=build&match=glob
Will work with some modification. (See attachment)
