I looked at the python3.12 spec file, and it doesn't have the opt-out, i.e. effectively it is opting in. I don't think there's any plan to remove the opt-out for 3.11. I think this bug should be retitled as "Python 3.11 is opting out …" and closed as NEXTRELEASE or something like that.
I've renamed the bug. However it is not fixed, Python 3.11 is still in the distro. The purpose of this bug is to track packages that opt-out, so we should not close it.
Sure, the issue is not fixed, but we don't keep bugs open if there is no intention of doing anything related to the bug. In this particular case, I would say that the issue has been diagnosed and the accepted resolution is to "fix" it in the next release.
