Description of problem:
Some Octavia tempest tests fail on CI due to missing NotImplemented skippers, (or missing backports)

The failed tests are:
octavia_tempest_plugin.tests.scenario.v2.test_listener.ListenerScenarioTest.test_listener_CRUD
 octavia_tempest_plugin.tests.scenario.v2.test_traffic_ops.TrafficOperationsScenarioTest.test_basic_traffic
