Description of problem:
poezio doesn't install on EPEL9 because nothing provides python3-pure-protobuf

Version-Release number of selected component (if applicable):
poezio-0.14-3.el9

Steps to Reproduce:
1. sudo dnf -y install poezio

Actual results:
...
 Problem: conflicting requests
  - nothing provides python3-pure-protobuf needed by poezio-0.14-3.el9.x86_64

Additional info:

Even if the python3-pure-protobuf package is available in EPEL8, it hasn't been ported to EPEL9.

python3-pure-protobuf has been imported in EPEL9.
