This package does not provide the /usr/bin/cargo binary - it is built as part of the "rust" source package.
The library interface is also only used in environments without network access, so I don't see any way this issue could be exploited.
The update to cargo v0.68.0 is currently blocked by lack of tooling support for new cargo features, so ... CANTFIX, for now.
