Description of problem:

RHEL 9.1 unable to install tito from EPEL repositories on missing dependencies

Version-Release number of selected component (if applicable):
RHEL 9.1, tito 0.6.22-1

How reproducible:
Reliably reproducible using instructions below:

Steps to Reproduce:
1.Install RHEL 9.1 (Minimal Installation)
2.Configure EPEL Repos for RHEL 9
3.Run: sudo dnf --refresh -y install tito

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides fedora-packager needed by tito-0.6.22-1.el9.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

Expected results:
Correct installation of tito.

Additional info:
I noticed that EPEL8 has a fedora-packager package available, but EPEL9 does not.
